> pending (waiting for DNS) → verified (routing and ownership records found) → cert_issued → active (serving).

`pending` (waiting for DNS) → `verified` (routing and ownership records found) → `cert_issued` → `active` (serving).
`orphaned`: the records disappeared after activation; we stop serving and release the hostname after 7 days.

**Values:** `pending`, `verified`, `cert_issued`, `active`, `orphaned`
